§ 67. Sir John Graham Kerrasked the Under-Secretary of State for India if he will give an estimate of the amount of illiteracy among the adult population of British India.
§ The Under-Secretary of State for India (Mr. Arthur Henderson)The only estimate that I can give is that mentioned in the report of the Central Advisory Board of Education in India, namely, that over 85 per cent. of the population is still illiterate.
