asked the President of the Board of Trade whether, in view of the Government's decision as to the purchase of raw cotton, individuals and firms in this country will be permitted to buy cotton from the Government agency for subsequent resale privately to foreign customers.

I certainly would not exclude this possibility, but a final decision on such matters must, I think, await the setting up of the proposed Central Purchasing Commission.

If individuals may sell to foreign customers, why should they not sell to English customers?
