HC Deb 21 March 1946 vol 420 c2032
51. Mr. Renton

asked the Minister of Labour how long he intends to maintain in force the Control of Engagement Orders and the Essential Work Orders, so far as they affect building and civil engineering.

The Parliamentary Secretary to the Ministry of Labour (Mr. Ness Edwards)

The controls applied under these Orders are still necessary in order to secure and maintain a balanced labour force during the coming building season. My right hon. Friend is not in a position to forecast when it will be possible to dispense with them.

Mr. Renton

Is the hon. Gentleman aware that many men in these industries are wondering how long they will be compelled to remain in them, and that many men want their freedom? Will he consider the possibility that more freedom may mean more houses?

Mr. Edwards

The matter is under continuous review with both sides of the industry. In this matter we are guided by the necessity for more houses and for get ting a well-balanced labour force in the building industry.

Mr. W. J. Brown

How long does the hon. Gentleman intend to maintain the Essential Work Order in the Civil Service? Does he realise that its removal would contribute to more work?

Mr. Edwards

That matter does not arise out of the Question.
