HC Deb 21 March 1946 vol 420 c2008
7. Major Sir Jocelyn Lucas

asked the Secretary of State for the Home Department what efforts are being made to discover the ringleaders of those who pulled up the boundary fence at the Bolton cup-tie, thereby causing death and injury to numerous spectators; and if prosecutions for manslaughter are in tended or being considered.

Mr. Ede

Full inquiries are being made into all the circumstances of this disaster and if sufficient evidence to justify a charge of manslaughter should be forth coming I have no doubt that the appropriate authorities would institute proceedings.
