asked the Secretary of State for the Home Department if he is aware that the Victuallers Protection Society are in the habit of circularising licensing justices and, as this practice is both unhelpful and discourteous to the licensing justices, if he will consider making it illegal or giving licensing justices' power to deal with such circulars as a contempt.

I am informed that it is not the habit of licensed trade organisations to circularise licensing justices, but that recently one such organisation sent to the chairmen and clerks of licensing justices in the Greater London Area a reprint from a trade paper of an article containing some adverse reflections on licensing benches. While I appreciate the motives of my hon. Friend in bringing to my notice the objections to this procedure I do not think this occurrence provides ground for any action on my part.
