asked the Under-Secretary of State for Burma what steps he is taking to counteract the thieving by native dockers in Rangoon and the practice of shopkeepers in Rangoon selling articles which have been stolen from the docks.

The Governor of Burma has recently reported that measures are being actively developed to prevent theft at the docks and between the docks and storage depots and that the position is gradually improving. He has been asked to furnish monthly reports on the effect of the steps that he is taking to diminish pilfering and the sale of stolen articles.

Is it not evidence that these dockers and shopkeepers have been reading Tory speeches on private enterprise?
