§ Mr. BarnesNo general instruction has been issued preventing a man with second-,class certificate as engineer from taking the examination for a first-class certificate, but the grant of paid leave for study for the senior certificate is dependant, under the terms of the National Maritime Board Agreement, on there being an adequate supply of officers, and from time to time permission has had to be refused by the Tool Authorities because of a shortage of 8 officers. If my hon. Friend would furnish particulars of any special case he has in mind I Should be pleased to make inquiries into it.
