asked the Chancellor of the Exchequer whether he is aware that the provisions of the War Damage Act, awarding the restoration of property to those owners whose houses have been damaged by enemy action, and awarding a value payment at March, 1939, prices to those whose property was totally destroyed, is grossly unfair to the latter, many of whom are small owner-occupiers; and whether he will now consider amending the Act or taking other suitable measures to remedy this inequitable position.

The range of cases in which cost of works payments can now be made for damaged premises is already very large; I would remind my hon. and gallant Friend, as regards value payments, of Section 11 of the War Damage Act, 1943, which provides for consideration to be given to increase them when they begin generally to be paid.
