asked the Under-Secretary of State for India whether, in view of the shortage of food in India, he will consider the recommendation for the setting up of a Government monopoly buying and selling agency of all grain in India, in order to stop the activities of moneylenders.

It is the declared policy of the Government of India that in all areas where Government monopoly procurement is not already in operation, the nearest possible approach thereto should be made as early as possible. The hon. Member will realise the scale of the administrative machinery required to effect this in an area of the size of India. In many parts, notably in Bombay and Madras and in the States of Mysore, Travancore and Cochin, Government monopoly procurement from the producer has for some time past been in operation.
