asked the Undersecretary of State for India what technical or other difficulties are preventing the appointment of a High Commissioner for India.

The Under-Secretary of State for India (Mr. Arthur Henderson)

His Majesty's Government have every intention of making this important appointment without delay, but there are certain points of detail which need and are receiving consideration. I am not, therefore, in a position to make a more detailed announcement.

In view of the fact that the proposed creation of this appointment was first announced by the Viceroy on 15th June last, and on 15th October in this House the Under-Secretary said the matter was under active consideration, does not my hon. and learned Friend think it is about time the difficulties which brought about this matter were resolved?

Mr. Henderson

I can assure my hon and gallant Friend that there has been no unnecessary delay and I hope to make a statement as soon as possible.
