Friend's suggestion accords with a minority recommendation from the Ridley Committee, and will fall to be considered by this House when legislation is introduced to give effect to the Committee's report. It is not practicable to consider particular issues apart from, or in advance of, the report as a whole.

Friend aware that the local authority-is itself the body which prosecutes landlords for charging increased rents, and will he, therefore, take the earliest opportunity to introduce legislation which would prevent the local authorities from doing the same thing themselves?
§ Mr. BevanEvery Department is always anxious to introduce legislation, but as hon. and right hon. Members with experience of administration know, unfortunately they cannot persuade their colleagues of the urgency of their legislation.
