asked the President of the Board of Trade if he will remove the restrictions on newspapers and other publications started since 16th August, 1040, in regard to the amount of advertising matter they may carry.

Does my right hon. and learned Friend appreciate that these regulations make the commercial success of new newspapers, some of which may support His Majesty's Government extremely doubtful?

Eight cwt. in four months would not be of much value for any commercial venture. It is intended for parish magazines, works papers and matters of that kind.
