§ 18 and 19. Mr. Ernest Daviesasked the Minister of Transport (1) who is present chairman of the Port of London Authority, the date and manner of his appointment, for how long he is appointed, what is his remuneration; and whether he is required to give his full time services to the Authority;
(2) the reasons for the selection of the present chairman of the Port of London Authority and the qualifications required for the appointment.
§ Mr. BarnesIn accordance with the Port of London Act, 1920, the Port of London Authority appoint their chairman at their first meeting after 1st April in every third year. If a casual vacancy occurs during a term of office, it is filled by a temporary appointment, which terminates when the original appointment would have terminated. Under this provision the present chairman, who is the right hon. Gentleman the Member for the Scottish Universities (Sir J. Anderson), was appointed on 3rd January, 1946. 808 Apart from certain disqualifications, no conditions are prescribed by the Statute. While the choice of chairman and terms of his appointment are matters entirely within the discretion of the Authority, I have been informed by the Authority, as a matter of courtesy, that the salary paid to the present chairman is at the rate of£7,500 per annum.
§ Mr. DaviesDoes my right hon. Friend consider that such a salary for this position is really consistent with the duties of a Member of Parliament?
§ Mr. BarnesI am afraid that I am not called upon to give an opinion about a decision of an authority which I do not control.
§ Mr. Quintin HoggWould it not be possible for hon. Gentlemen to be a little less obvious in giving vent to their political spleen?
§ 20. Mr. Ernest Daviesasked the Minister of Transport when the last elections of elected members to the Port of London Authority were held; and on what date the register was compiled on which the elections were held.
§ Mr. BarnesThe last elections were held in February, 1946. The register of votes used was that formed during the 12 months ended 31st October. 1939
