asked the Secretary of State for the Colonies what action his Department is proposing to take on the three Reports on Higher Education in the Colonies recently published.

I have already commended to the favourable consideration of Colonial Governments and institutions of higher education the Report of the Commission on Higher Education in the Colonies together with the Report of the West Indies Committee of that Commission. I hope that I shall soon be able to announce the establishment of the Inter-University Council recommended by the Commission. Other parts of the Report are under close consideration. The West Indian Governments have been informed that if the Committee's recommendations for the establishment of a West Indian university are acceptable to them, I shall be prepared to give favourable consideration to a grant for this purpose under the Colonial Development and Welfare Act. As regards the Reports of the Commission on Higher Education in West Africa I would refer to the reply I have just given to the hon. Member for Thirsk and Malton (Mr. Turton).
