§ Mr. EdeThis matter has been very carefully examined, and the conclusion reached is that the only way of remedying the existing unsatisfactory situation is by legislation. The necessary legislative provisions are under consideration, but in view of the complexity of the subject and the many other demands on the Government legislative programme, I am not yet in a position to say when it will be possible to introduce a Bill.
