This Amendment is rather more than a drafting Amendment. It makes it more definite what are the purposes 1717 alluded to in the words that were originally in the Bill. They are limited now to those specified in Subsection (1) of Section I of the Emergency Powers (Defence) Acts, 1939, and they, therefore, if they do anything, limit the scope in a way in which the Government intended it should be.
