§ Mr. PerkinsPrivate flying, like many other activities, will be restricted for some time to come by limitations of petrol and suitable aircraft, and by limitations of man-power and of civil airfields. I regret that I cannot foreshadow how soon these limitations will disappear. I would add that civil flights may be made with a permit from the Ministry of Civil Aviation where special circumstances justify the flight.
