Gentleman tell us why this Order was not withdrawn previously, in view of the fact that I put down many weeks ago a Question concerning this Order, which relates to the treatment of sick men, and the right hon. Gentleman told me he would withdraw it? Yet, as late as last week, the provisions of this Order were still being observed.
