§ Mr. AttleeThe object of our delegation to the San Francisco Conference is to reach agreement upon the Charter of a World Security Organisation, on the basis of the Dumbarton Oaks Proposals as supplemented by the provisions agreed upon at the Crimea Conference about voting in the Security Council. It would, however, be contrary to established usage to publish any specific instructions which may be issued by the Government to our delegation.

§ Sir Percy HarrisDoes the right hon. Gentleman think there will be a discussion in the Conference on the right to amend the proposals, particularly the voting proposals?
§ Mr. AttleeIt is not in my power at present to say what arrangements are to be made. The Conference has not yet been assembled, and I have not heard any details.
§ Mr. Moelwyn HughesWill the Government take the opportunity of getting the views of this House on the Dumbarton Oaks proposals before we are committed at San Francisco?
§ Mr. AttleeThat is another matter. Any question in regard to Debates in the House should be addressed to the Leader of the House.
§ Mr. PetherickAre we to understand that His Majesty's Government's representatives will go to San Francisco; that they will agree to executive action with other Powers, and will return to this House and ask for a vote of confidence, as has been done before; and that we shall be asked to sign, on the dotted line, something that has been done without this House ever having been consulted?
