On a point of Order. In view of the climatic conditions of to-day, Mr. Speaker, which have prevented so many Members and Ministers from arriving here at the usual time, and in view of the early hour at which Questions have terminated, may I ask whether you would, as an exceptional instance, call a second round?

I am bound by the Rules of the House, and we have agreed that there shall not be a second round. Further, I can give the hon. Member another reason. I happen to know that some Ministers have sent their answers away, so that if I allowed Questions to be asked on a second round, there would be no answers.
