§ 46. Mr. Petherickasked the Prime Minister whether Article 2 of the Atlantic Charter which declares that the Powers desire to see no territorial changes that do not accord with the freely expressed wishes of the peoples concerned applies to Latvia, Lithuania, Estonia and Poland.
