I beg to move, in page 13, line 25, leave out "that he," and insert: on application being made to it for a permit under this section either by the worker or the employer or a prospective employer, that the worker. There is a consequential drafting Amendment following. These words have been devised to meet a request put forward by hon. Members during the Committee stage. They make it clear that either the worker or the employer may apply for a permit.
