44. Mrs. Ayrton Gould

asked the Minister of Education if she will amend Clause 12 of Circular 30 issued by her Department to make provision for Froebel-trained teachers who do not hold Certificate A to apply direct to her for approval as qualified teachers, thus obviating the hardship caused when their employing local authorities or governing bodies are not prepared to put up their cases for consideration.

While I cannot undertake to make the general change suggested, if my hon. Friend can inform me of any cases which employing local authorities or governing bodies have shown themselves unwilling to put forward, I will gladly make inquiries into them.

Is the right hon. Lady aware that one cannot necessarily have specific information, but there may be great hardship caused by this, and it would be quite easy to allow the individual cases who have applied for consideration, thus preventing the hardship?

Miss Wilkinson

The hon. Lady will understand that we should get hopelessly at cross purposes if we corresponded with individual teachers as to salaries and conditions behind the backs of their employers. If there are individual teachers who, as a result of this Question, would like to communicate with me, I will communicate with their employers as to why their names have not been put forward.
