§ The Secretary of State for the Home Department (Mr. Ede)I beg to move,
That the Bill be recommitted to a Committee of the Whole House in respect of the Amendment in Clause 3, page 2, line 33, standing on the Order Paper in my name.This procedure is necessary in order that I may be able to fulfil an undertaking that I gave on the Committee Stage of the Bill that I would make this particular Amendment in the Bill. I had hoped to be able to include another Amendment which was proposed by the right hon. Gentleman the Member for North Leeds (Mr. Peake), but I found on going into the matter that the complications that would be involved in endeavouring to meet the point he raised would have necessitated either a new Money Resolution or a very substantial number of consequential Amendments. I want to assure him that, while I cannot put the Amendment in, I stand by every word I said as to the intentions of the Government as to the length of time during which the first Clause of the Bill is to operate. On the last occasion the right hon. Gentleman said he was disappointed with me for the first answer I gave. I hope he will realise now that I am disappointed with myself at finding that the Rules of Procedure impose what I think is an almost insuperable barrier to carrying out what I earnestly desire to do.
