15. Colonel Dodds-Parker

asked the Secretary of State for the Colonies whether he has any statement to make on the recent changes in the Tanganyika Legislative Council.

3. Major Wilkes

asked the Secretary of State for the Colonies whether he will appoint two Africans as non-official members of the Tanganyika Legislative Council; and how it is proposed to select such members.

Mr. George Hall

The Governor announced during November that two African non-official members would be added to the Tanganyika Legislative Council. The two members have already been appointed and are taking part in the present session of the Council. They are appointed by the Governor from Africans who may be regarded as authoritative representatives of the African population.

Colonel Dodds-Parker

Can the Secretary of State give an assurance that inability to speak English will not debar Africans from holding one of the appointments?

Mr. Hall

I understand that is so, but I will certainly look into the matter.
