47. Captain Blackburn

asked the Prime Minister what steps are being taken to associate the U.S.S.R. and France with the proposals to be laid before the Assembly of the United Nations by the U.S.A., Britain and Canada for the control of atomic energy.

The Prime Minister

His Majesty's Government are in consultation with the United States and Canadian Governments on the whole question of the procedure for bringing before the United Nations Organisation the proposals in the Tripartite Statement of 15th November for the control of atomic energy. I hope shortly to be able to make a further statement to the House on this important question.

Captain Blackburn

May we take it that, in the meanwhile, it would be in accordance with the policy of His Majesty's Government for the permanent members of the Security Council to be associated at the earliest possible opportunity with the proposals to be laid before the Assembly of the United Nations in January?

That seems rather to anticipate the decision.
