§ The Secretary of State for Scotland (Mr. Joseph Westwood)I beg to move, in page 4, line 19, at the end, insert:
or within one year after the election, whichever of those periods is the shorter.This is a consequential Amendment following the Amendment which was accepted on Clause 2. This deals with the Scottish application Clause and the Amendment is necessary to bring it into conformity with the decision already arrived at by the Committee.

§ Sir William Darling (Edinburgh, South)I was going to move an Amendment to paragraph (b) of this Clause, and I hope I shall have the support of the Scottish Members of the House in this matter. The words I propose to add——

§ The ChairmanI am sorry but I cannot accept an Amendment at this stage. If in future the hon. Member will put down an Amendment it will be considered at the Table but it cannot be taken at this stage.
§ Sir W. DarlingWith all respect, Major Milner, I was prevented from doing it last night, and you are preventing me to-night. I am in the same position as the hon. Member opposite and apparently no justice can be done in the matter. I hope that the Secretary of State for Scotland will observe the feelings of anger and disgust at this decision.
§ The ChairmanThe hon. Member, after he has been here a little time, will, no doubt, learn the proper course to adopt.
