I beg to move, in page 2, line 31, to leave out "The Treasury," and to insert "His Majesty."

Question, "That the words 'The Treasury' stand part of the Clause," put, and negatived.

Question proposed, "That the words 'His Majesty' be there inserted."

I should like the right hon. Gentleman to explain why he voluntarily surrenders this power in favour of His Majesty.
