In view of the Government's decision announced yesterday, that it was no longer necessary, for security reasons, to keep secret the times of meeting and rising of the House, it seems to follow that we should revert to our previous practice of recording the hours of meeting and rising of the House in HANSARD. The practice will also be resumed of putting in the time at the commencement of every speech. In Committee, owing to the commendable brevity of many speeches, it is proposed to replace the time of the commencement of each speech, by the regular indication of every quarter-hour, without regard to speakers. If this arrangement commends itself to the House, I will give instructions that it be put into effect forthwith.
