asked the Secretary of State for War whether, in appointing attachés to embassies and legations overseas, any regard is had to the scientific or technical qualifications of the officers concerned; and whether, in view of the increased importance of scientific developments in warfare, he is satisfied that sufficient attention is being paid to this matter.
