Friend bear in mind, in view of the fact that the essence of the problem is the relation between the number in pre-Service units and the intake into the Services, that the numbers are declining in two of the Services, and that the number of these boys has now declined from something like 500,000 to 300,000, and that a new policy is required which is not necessarily related to Service needs?
