§ The Financial Secretary to the Treasury (Mr. Assheton)This is a Consolidated Fund (Appropriation) Bill, and this Clause deals with powers for the Treasury to borrow. It is a common form, and I do not think there is anything new in it with which I need trouble the Committee.

Friend had found it possible to be in his place yesterday, and during the preceding days when we discussed this matter, he would have heard that the amount at issue is £1,250,000,000. The Chancellor explained exactly the purpose for which the money was required, and I think the House had an opportunity of discussing the matter thoroughly. But if there are any particular points on which my hon. Friend wants to seek my advice or help I shall be only too glad to give it to him.
