asked the Minister of Health whether any Regulations exist to debar a person from sinking a water-well in any part of the country which he owns or occupies.

Local authorities and water companies must obtain either the authority of Parliament or my consent to the sinking of new wells, but other landowners have an unrestricted right to sink wells on their own land unless the right has been restricted by local Act of Parliament.
