§ Mr. HicksThe programme comprises 18 standard factories of which 14 are to be erected in mining districts. They are intended in the first instance for war-time use and will be available later for postwar use. The expenditure is being borne on the Vote of Credit.
§ Mr. HiggsShould not greater consideration be shown to owners of blitzed factories; and why are the new factories being erected in mining areas, from which for unknown reasons we cannot get sufficient coal?
