Major Millsasked the Chancellor of the Exchequer whether it is proposed that manufacturers, particularly in the engineering industry, should be permitted to use their post-war credit, given under 1914 Section 28 of the Finance Act, 1941, for the purchase of new plant from machine-tool makers and/or for the purchase of Government plant which is already on loan to them in order to facilitate the change-over from war-time to peace-time production.
