§ Mr. EdeThis Clause has given us a very great deal of trouble. It deals with a very difficult subject, which has to be approached with the utmost delicacy unless one is going to undo any good that might be done by exercising the powers under it. We are not satisfied with the Clause as it stands. We have had many representations with regard to it and I am going to ask the Committee not to let it stand part of the Bill. We will put a new Clause on the Order Paper for the Report stage in sufficient time for hon. Members to see it before they have to 1167 discuss it. I think it would be a waste of time to discuss the Clause now, in view of the fact that we recognise that it will have to have a most drastic overhaul before we can give it to the House.
