asked the Minister of Supply what necessitated the transfer of some of his functions to the Ministry of Agriculture for Northern Ireland; and whether he considered the legal and constitutional effects of such transfer to an authority not answerable to him or this House of Commons before issuing S.R. & O. No. 235.

The Order is a delegation to the Ministry of Agriculture for Northern Ireland of certain powers in respect of binder twine to enable that Ministry to exercise control on my behalf in accordance with the particular requirements of Northern Ireland. The Order expressly reserves to me concurrent and overriding powers of control and I am still answerable to Parliament for the exercise of the delegated powers.
