29. Mr. Edmund Harvey

asked the Secretary of State for the Colonies whether, in view of the consideration of minimum standards of social policy in dependent territories by the Conference of the I.L.O., to be held in Philadelphia on 20th April, he can make any statement as to the attitude of His Majesty's Govment towards the draft recommendations; and whether the Colonial Office will be specially represented at the Conference.

This recommendation of 53 Articles has been drafted by the International Labour Office for discussion at the International Conference, at which representatives of my Department and a member of the Colonial Service will be included in His Majesty's Government's Delegation. Many of the principles contained in the draft recommendation are already being applied in the Colonial Empire, and the attitude of His Majesty's Government is generally favourable. I should prefer to avoid any detailed statement which might be regarded as limiting free discussion at the Conference.
