asked the Minister of Information what restrictions are still imposed upon the publication of the accounts and annual reports of public utility companies; and whether these restrictions can now be removed.

Mr. Bracken

I understand that the publication of the accounts and annual reports of various classes of public utility companies is forbidden by Orders under Defence Regulation 56, issued by the Ministries of War Transport and Fuel and Power. But the shareholders in these companies are entitled to inspect the accounts upon application to the Departments. The security reasons for imposing these restrictions still exist.

Do I understand that my right hon. Friend has no responsibility in this matter?

Mr. Bracken

That is a perfect explanation of my position.

Then why does my right hon. Friend reply?

Mr. Bracken

Because I have to carry out the functions of censorship under the directions of other Departments.
