I beg to move, in page 12, to leave out lines 11 to 18.

This Amendment is moved in consequence of a statement made by the Minister on the Committee stage when he proposed not to take powers to himself to make regulations defining "reasonable- ness" or "practicability," but to leave it to the Reinstatement Committee and the umpire.
