20. Mr. Sorensen

asked the Secretary of State for India whether it is his intention to arrange for the inclusion of India within the scope and operation of U.N.R.R.A.

Mr. Amery

The question whether India should be included within the scope and operation of U.N.R.R.A. is a matter for the Council of U.N.R.R.A. The Indian Legislative Assembly in approving the U.N.R.R.A. Agreement recommended that any area important to military operations of the United Nations which is stricken by famine or disease should be included in the benefits to be made available by U.N.R.R.A. This recommendation will come before the next meeting of the Council of U.N.R.R.A.

Does that mean that our representative on U.N.R.R.A. will not obstruct in any way the inclusion of India under these terms?

Mr. Amery

That depends on the instructions which may be given by the Government of India.

Mr. Sorensen

Will the right hon. Gentleman do his utmost to see that India is included?

Mr. Amery

The matter, as decided by U.N.R.R.A., depends on the facilities and funds available, and they have to be taken into consideration when the time comes.
