asked the Secretary of State for the Home Department if Service men and women aged 21 years and over will be able to vote at by-elections when the new electoral arrangements are in operation.

Yes, Sir. Under the new scheme when a Service voter's declaration of address is received by the electoral registration officer for the con- stituency, the Service man or woman becomes entitled to be registered in the Parliamentary Register and will be qualified, in the same way as a civilian resident in the constituency, to vote in any by-election.

Will they normally be voting as absent voters, as in the past?

If they are abroad, they will be voting by proxy; if at home, I think they vote as absent voters, unless they live in the constituency.
