Under the new scheme when a Service voter's declaration of address is received by the electoral registration officer for the con- 336 stituency, the Service man or woman becomes entitled to be registered in the Parliamentary Register and will be qualified, in the same way as a civilian resident in the constituency, to vote in any by-election.
