asked the Secretary of State for Foreign Affairs 'whether the British Minister to the Vatican is still exercising his functions where fie now lives; and whether he is able to keep in touch with His Majesty's Government.

His Majesty's Minister to the Holy See has exercised his functions and kept in touch with His Majesty's Government without interruption. Thanks to the courtesy of the Holy See, he has lived within the Vatican City since shortly after Italy's declaration of war on this country. I should like to take this opportunity to pay a tribute to the services rendered by Sir Francis Osborne during a prolonged period of exceptional difficulty under conditions which must be unique in diplomatic experience.
