asked the First Lord of the Admiralty whether he has in view the institution of a scheme whereby Reserve officers may transfer to permanent commissions in the Royal Navy.

Yes, Sir. An Admiralty Fleet Order has recently been issued inviting Reserve executive and Air Branch officers to apply for transfer to permanent executive commissions in the Royal Navy. The number of permanent commissions granted at this stage of the war will, however, necessarily be limited, since total requirements for permanent officers will depend upon more precise estimates of the size and composition of the post-war Navy than are at present possible.
