asked the President of the Board of Education if the instruction on the duties of citizenship that it is proposed should be given in schools will include a consideration of the duty of the citizen to defend international law; and if he will give an assurance that these instructions will be debated in Parliament before they are issued.

In accordance with an assurance given in another place, I propose to seek the advice of the central advisory councils, to be set up under Clause 4 of the Education Bill, on the content and methods of instruction in the duties of citizenship. The hon. Member will be aware that Clause 5 of the Bill provides for the inclusion in the Minister's annual report of an account of the proceedings of the councils.
