HC Deb 26 January 1944 vol 396 c686
47. Sir Waldron Smithers

asked the Prime Minister whether he will consult the President of the United States with a view to adding a fifth freedom to the Atlantic Charter, freedom of individual enterprise.

Mr. Attlee

No, Sir.

Sir W. Smithers

Do not the Prime Minister and His Majesty's Government realise that without freedom of individual enterprise the other Four Freedoms of the Atlantic Charter are incapable of achievement?
