asked the Secretary of State for War whether he is aware that repeated application for the institution of Whitley and other negotiating machinery for civilian staffs employed by the War Department in Palestine have so far produced no definite reply from Headquarters, Middle East; and whether he will take steps to ensure that a speedy conclusion is reached.

The question of setting up negotiating machinery for civilian staffs employed by the War Department in Palestine is now being considered, and it is hoped that a conclusion will be reached in the near future. Meanwhile the military authorities in Palestine have been instructed that the Palestine branch of the Civil Service Clerical Association should be recognised as entitled to make representations on behalf of the clerical grades employed by the War Department.
