I beg to ask the leave of the House to make a personal explanation. In the course of a supplementary question yesterday, I made a statement reflecting upon the hon. and gallant Member for Wirral (Captain Graham) in a way which has, I understand, caused him annoyance and distress. I understand also from you, Mr. Speaker, that the words that I used were outside the bounds of what is permissible in this House. Since it is forbidden to introduce contentious matter in a personal explanation, I will only say, Sir, that my reference to the hon. and gallant Member was purely political and not intended to reflect in any way on his personal integrity. I ask your leave, Sir, and the leave of the House, to withdraw the words complained of; and I hope that my withdrawal will be accepted precisely in the spirit in which it is made.
