An hon. Member on behalf of another hon. Member, may give notice in his name, but it always has to be assumed that he has been asked to do so.

Will you exercise your authority, Sir, by asking whether the hon. Member has been given that permission?

Mr. Speaker

An hon. Member may act for another provided he has not balloted himself. The strict rule is, of course, that the hon. Member should have been requested to do so by the absent Member. In this case, the strict letter of the law may not have been complied with, but I think it would be against the spirit of the situation not to allow the hon. Member for Kennington (Mr. Wilmot) to give notice of Motion.
