§ Mr. DaltonTrade between this country and Russia is at present conducted under arrangements agreed between the two Governments. These are, of course, concerned with the supply of goods essential to the war effort. It is not at present possible to say when, or how, these arrangements will need to be modified. But, whatever arrangements are made for the post-war period, His Majesty's Government look forward to a large and expanding trade between our two countries.
